The BGs enact accident prevention regulations in the form of autonomous constitutional by-laws. Observance of these by-laws is required within the member companies. The table shows only the steering costs incurred by the industrial BGs; statistics for the costs of implementation in the member companies are not recorded, but may be assumed to be several times higher.
